Section 4
The United States shall guarantee to every State in this Union a republican form of government, and shall protect each of them against invasion; and on application of the legislature, or of the executive (when the legislature cannot be convened) against domestic violence.
This section has two aspects to it. On one hand, it allows the federal government to send troops into a state, if there is domestic violence. On the other hand, it provides federal guarantees to stop a dictatorship, should one arise in any state. Every state is required to have a representative form of government.
