If you live in CA you know how they are going to offset this deficit. They are going to raise existing taxes or invent a new tax on something everyone uses. I wouldn't be surprised to see a tax on folks that use traffic lights. Every time you go through an intersection they take a picture of your license plate and charge you a nickel.
