Seems you can't even spend time with your own kids without California police asking to see a permit.

Goofy? Yeah. San Francisco rangers approached a father spending time with his own kids, teaching them how to play tennis on a public court, stating he needs a permit to teach tennis.

What? Really? Yup. The father states he's going to start carrying the kids birth certificates in order to stay out of trouble.

Now with all the major hard core drug issues, massive corruption, homeless problems, just to name a few, you would think San Francisco could find something else to do other than harass a father and his two children spending quality time in a park.
