By looking at the ballot image for Mississippi (MS), not MI (which is for Michigan), those samples couldn't be tabulated, as NO Precinct, County would allow for voting outside of the voter's U.S. Congressional District (CD). Page 1 & 2 have FOUR of the FIVE Congressional Districts (1st, 2nd, 3rd, 4th). NO county tabulation system would be able to tabulate those ballots.
