When a politician says he's going to "cut costs," it means he's going to take your money and give it to someone else.
Things cost what they cost. Politicians aren't magical. They can't cut costs. But they CAN take your money and give it to someone else.
The only way the government can ACTUALLY cut costs, is to get the fuck out of it. Government IS a COST.
