I said by the third day after the shooting that this was an orchestrated event. There were just too many "failures" in key areas that stacked up to allow this kid to take the shots. And if each department had it's own "failure" that fit perfectly in line to present the shooter with the opportunity, they could individually claim they had a "failure" but no one organization would be responsible. And that included the local law enforcement teams. I conducted over 300 personal security missions in combat operations. No one is that incompetent. Period. It was an op.
