Remember Hitler had only 6% approval until he took power. Within a year of assuming power and kissing the ass of the puplic the Nazi stopped pretending and started being Nazi. The eugenics of the mentally ill were first and only stopped because of public sentiment and then changed to Jews and the rest is history.
