Unfortunately, it's not necessarily illegal for a government appointee to weaponize their position to target political opponents. What is illegal, though, is lying to Congress, and that's where the DOJ will look to hang its hat. Specifically, Brennan is accused of falsely stating during a 2023 hearing that the Steele Dossier was not used as part of the 2017 intelligence assessment he and Comey allegedly weaponized. He also told congressional members that the CIA opposed its inclusion.
